Sybil Resistance refers to the ability of digital systems such as a blockchain network, to prevent a type of attack where an individual attempts to take over the network (or game an economic set of incentives) by creating many fake identities, known as a Sybil attack. By being resistant to these attacks, the system ensures that no single entity can gain disproportionate influence or manipulate the network or incentive structures.zkKYC primitives enable Sybil resistance by increasing the cost of creating fake identities and ensuring one-person-one-account correspondence without disclosing personal data. Sybil resistance is crucial for DeSoc (Decentralized Society), as it prevents manipulation and allows for the modeling of complex social and political institutions on-chain, enhancing decentralized systems' effectiveness and social composability. It is important to note that no economically viable mechanism can be expected to reliably prevent Sybil attacks at all times. Fake and stolen identities can be leveraged just like they are in many web2 applications. This is because identities become more robust as the user records their actions and interactions on-chain. Over time, their identity begins to reflect its user's true behavior and intentions, making it increasingly difficult for potential adversaries to create a large number of fake identities that can match the authenticity and verifiability of a real Persistent Identity.

Persistent Identities & Sybil Resistance

On-chain actions of any given address are by definition publicly available for most blockchain protocols. These actions, however, cannot be tied together to form the history of activity of a given person with reasonable degree of certainty as anyone can easily create new accounts forming new on-chain ‘identities’. Pseudonymity is the mechanism by which users retain their privacy given transparency of public blockchain protocols. Hence, running the risk of some exaggeration, we can conclude that susceptibility to Sybil attacks is the cost of immutability.But had there been some strong form of Sybil resistance, the data points representing interactions between an on-chain identity (an account or a set thereof representing a human or an AI or pretty much any other entity) and the rest of the protocol would characterize this identity to the same extent, real world reputation characterizes a real world person.Web3 footprints are data points enabling a measurement of user’s on-chain interactions (for example, across various DAOs and other dApps). This data serves to provide users with a virtual equivalent to a real-world reputation. These data points can be used to tailor each users' accessibility to various dApps, services, and governance mechanisms within the broader ecosystem.A Web3 footprint refers to the multitude of interactions between a Persistent Identity and the rest of the protocol. It represents the relationships between an account, other accounts, and the system itself.A product of Web3 footprint is the outcome or result derived from the interactions mentioned above. This product can be quantified as a user's impact on the network, which can be used to define their virtual equivalent of a real-world reputation.dApps and other users can then use these data as inputs into their own business logic. Becoming a Galactica Network citizen grants access to various benefits, including Universal Basic Income (UBI), the ability to earn $GNET for validating blocks, admission to citizen-gated dApps, and participation in the meritocratic governance of the protocol.  How and why should one join?

Galactica Network Citizenship represents a user's merit-based entitlement to the network's generated value. It outlines the rights and responsibilities for these users through an explicitly defined political process.Protocol Citizenship emerges from institutions that determine power and wealth distribution within a protocol. Sybil-resistant protocols such as Galactica Network can represent complex societal concepts on-chain, such as citizenship, which historically encapsulates a person's rights and responsibilities to and within a nation state. This is why, one of the definitions of a Cypher State is a protocol capable of instilling meaning into Protocol Citizenship.Galactica Network Citizenship is represented by a cryptographic certificate which grants its owner rights and responsibilities within the Galactica Network. Galactica Network Citizenship (GNC)

Universal Basic Income (UBI) represents an individual user’s claim on the value produced by, and within Galactica Network. It is distributed to citizens based on reputation scores.Galactica Network’s reputation systems quantify an individual's contributions to the protocol and the community - Citizenry and otherwise, making UBI distribution merit-driven as opposed to wealth-driven. Galactica functions as a self-evolving protocol locked in a continuous positive feedback loop that rewards individuals proportionally to their merit through UBI. Key aspects of UBI design include: distribution in the form of a basket token backed by a pool of tokens/coins, pool composition determined by factors like $GNET inflation, tokenized Intellectual property, grants, and other investments, and UBI distribution being linear in merit and sublinear in $GNET stake. <img src="https://cms.galactica.com//upload/9c092853-31d5-4169-830d-172e1ae19987_1691591510531.jpg">Participants are eligible to receive UBI on the Galactica Network when they satisfy the following conditions:<ol><li>A user must have non-zero Voting Power, i.e. have Citizenship and some $GNET stake;</li><li>A citizen must possess proof of their active participation in the governance process. Universal Basic Income (UBI)

In the Galactica Network, the purpose of inflation is to create and distribute value across the system. The network's coin, $GNET, experiences inflation, the distribution of which is decided by the Parliament. This Parliament is elected by all Citizens of the network.In this context, inflation is used as a tool for funding research and development, public goods, venture projects, and developer incentives. The premise behind this system is simple: if the value created by inflation funding outweighs the dilution it produces, the Citizens of the network are generally better off.One specific flow of the ecosystem's inflation is directed towards projects working on research topics proposed by the Academy of Science (AoS). More information about AOS can be found in the specific section of this FAQ.In a broader sense, inflation in the Galactica Network is used as an alternative to taxes for funding public goods and research, thereby internalizing the value of innovation achieved through public goods funding across the network's Citizens through a meritocratically distributed Universal Basic Income (UBI). Furthermore, it provides a mechanism for making the parameters of the system subject to a direct diplomatic vote by the Citizens, enhancing the democratic nature of the networkGalactica’s native currency inflation follows Const.*x-n , a 36 year long release schedule, such that within 13 years (36% of the entire time period) 90% of the coins designated for inflation are released. Galactica Network Inflation Function

Galactica Network Citizenship (GNC) is a digital shadow tied to a user's account. Four citizenship types and five distribution waves exist for earning, buying, or receiving GNCs. Citizenship types vary based on acquisition method, and price discovery occurs through auctions. During the bootstrapping process, GNCs will be in short supply and distributed in waves with specific eligibility, duration, and price discovery processes. Successful participation in a distribution wave reserves a place on a GNC whitelist, but we have designed activation itself to occur in separate waves.The process of becoming a Citizen can be described as follows:<ol><li>Method 1 - Participate in ICA (Initial Citizenship Auction) - periodic Vickerey auctions with a predetermined number of winning bids, discrete and bounded within a short period of time</li><li>Method 2 - Participate in CCA (Continuous Citizenship Auction) - periodic inverse Dutch auctions with a predetermined number of winning bids, continuous and bounded by a wider time frame</li><li>Method 3 - Third-party acquisition through the open market.</li></ol>Price and benefits shall depend on a given user’s participation stage, with earlier candidates prioritized first. Given the early stage of Galactica Network, currently one’s best chance to obtain a GNC is to take part in The Cypher State Campaign.The Cypher State is a structured system for engagement within the Galactica Network community. It consists of six tiers, each presenting specific criteria and associated perks. Why Cosmos?

Guardians are on-chain notaries that verify the authenticity of real-world documents, such as KYC docs. Although documents are submitted off-chain and not stored on-chain, KYC Guardians approve their authenticity on-chain. For privacy reasons, Guardians are unable to link personal data with oh-chain activity. In case a KYC provider is corrupted, there are following ways to mitigate it:<ul><li>Disclose the KYC provider when a zkKYC proof is used. This makes it possible to use blacklists or a more nuanced reputation on zkKYCs from malicious providers</li><li>Corrupt KYC providers can be identified when an invalid zkKYC is used for a ZKP that has fraud investigation capabilities.</li></ul>Initially, the Guardians list contains a curated set of providers, but the protocol is purpose-built to become increasingly decentralized over time. Guardians

zkCertificates are non-transferable NFTs with arbitrary metadata, allowing the selective disclosure of the said metadata without affecting user privacy through the use of zero-knowledge proofs. Issued by providers and verifiable on the Galactica blockchain, these certificates can encode various information, such as KYC records or diplomas, and prove logical theses about it without revealing the data contained therein. zkCertificates serve as a general-purpose tool for migrating verified real-world documents onto the blockchain using Guardians. The Reputation Root Contract (RRC) is a core smart contract that enables the calculation of arbitrary reputation scores for all Persistent Identities on the Galactica Network. Reputation Root Contract

Contingent Transactions are transactions in which the sender has to satisfy requirements defined by the recipient. The recipient can be a smart contract. Based on the data a user holds in his zkKYC he or she can prove satisfying those requirements while the ZKP hides personal identity to stay private. For example if the recipient is a wallet account receiving funds the recipient can choose to accept funds only from legit sources. This feature is implemented in a blockchain node which is checking ERC-20 transactions. It calculates reputation scores according to the function defined by the recipient in the RRC. Only if the sender has a high enough score the transaction can succeed. The network’s contingent transactions primitive extends the RRC by using its outputs to establish dynamic transaction rejection and acceptance rules. It adds depth to interaction rulesets, allowing users to incorporate unique interactions into their contracts. These programmable transactions enable meritocratic interactions through web3 footprints, compliant liquidity pools via zkKYC, and generally allow DApps to reflect the diverse nature of accounts on the Galactica Network. Who manages Galactica Network?

The Galactica Network Governance system relies on its Citizens to effectively govern the ecosystem. Our unique system of governance combines characteristics of modern day democracies with meritocratic practices that were not tenable in an unconditionally fair and transparent way prior to the advent of distributed ledger technology and zero-knowledge proofs. Integrating merit into the governance framework addresses many of the common pitfalls that afflict democracies and enables all users to have an equal chance to apply themselves and be rewarded for their efforts.

The Galactica governance framework relies on Voting Power, determined by a user's held tokens and earned reputation within their specific field of expertise. Voting Power

The NC has a variable number of representatives, while the CoIG has a fixed number. The High Council oversees the Interest Groups, with representatives from various Special Interest Groups and the top four ranked Interest Groups.A rotation system for Interest Groups is in place, with voting every twelve months (a Mandate) and a maximum of two consecutive Mandates for each group. Key Interest Groups cannot be removed from the High Council, while non-Key groups can be voted out with specific attendance and voting conditions. Absences during voting sessions are penalized, potentially leading to a reduction of Reputation points or negative Soulbound Tokens (SBTs).
